VICTORY: Your Leave Is Being Restored — Winter Weather Grievance Settled

Good news, Brothers and Sisters!! On January 31st, many of you were forced to use your own sick leave or annual leave when management pulled you off the street during the winter weather event. Some of you who couldn't make it in were charged leave and faced potential investigations and/or discipline related to Leave use. That wasn't right — and we fought it. Branch 2808 filed a class action grievance under Articles 8, 16, and 19 of the National Agreement, arguing that management had the authority under ELM Section 519 to grant Administrative Leave for up to one full day during an Act of God — and chose not to, based on instructions from the MPOO. The Step B Dispute Resolution Team agreed with us. The decision came down on March 17th: RESOLVED in favor of the Union. Rossville Management must now restore the leave you were charged on January 31st for all 21 affected carriers. That means if you were docked sick leave or annual leave that day, you're getting those hours back. This victory belongs to all of us — but I want to recognize the exceptional work of Shop Steward Mike Kisor and Formal A Representative Colby Hale. Mike built an outstanding case from the ground up — documenting the weather conditions, gathering carrier statements, pulling the eRMS records, and assembling a grievance package that left no room for doubt. Colby carried it through the Formal A process and made sure it landed at Step B with everything it needed. This is the kind of thorough, relentless representation that wins grievances. Here's what this means for you going forward: your local management has the authority to approve administrative leave during severe weather — no matter what a district-level manager tells them. Higher-level instructions do not override the National Agreement or the ELM. Period. If you were working at the Rossville Post Office on January 31st and you don't see your leave corrected within the next two weeks, contact Mike or myself immediately. This is what your union does. This is why we fight. In Solidarity, Joshua Harris President, NALC Branch 2808
